Just do a nice job of stacking, so the top rocks are nicely supported by the sides. As long as you can stand on it and nothing moves you should be good to go.

I was thinking of putting rock every 4 inches apart.

The other idea that I had was to put the black drain tile back on. But then it would look out of place since I have white aluminum downspouts all around my home now.
