dex-o-tex roofing membrane

We just had an addition added to our home, above the addition is a deck that joins an existing deck which was covered by normal everyday roofing material (black tar of some sort). The GC placed trusses all along the existing deck to match the height of the addition and added "dex-o-tex" membrane to cover the entire length of the deck.

This membrane is a very thin rubber type and it is the only thing standing between my new kitchen and rain water, snow, etc other then the ply wood framing and insulation in the ceiling. Does this sound normal/acceptable to all of you. It passed inspection by the town!
