Cutting flashing to nail the gutters?

do you need to cut and slice the metal flashing in order to make room for the nailing of the gutters? when does it get to the point of compromising your flashing where the rain will get to the wood? My installers cut a 2 inch cut all the up to the roofline. How can that not compromis the fascia?

Since you have nail on gutters it's near impossible to remove them without damaging the gutters, that why they had to do it.
Not the best way just the way it is.
