can you paint over curled shingles when most of the granular covering is gone

You can paint over darn near anything. Real question is will it stick.
Why do you want to paint shingles?
Is this an aesthetic thing or are you trying to solve a problem?

In the history of bad ideas, painting over worn shingles is definitely in the top 5.

When the granules are gone and the Fiberglas mat is exposed, you need to replace the roof.
