Construction (roofing)

Currently have a major water leakage inside of both dead valleys. Could really use some advice, clueless!
What is the lifespan of a typical ice and water shield (corning weather lock mat) placed on a new 30 year asphalt roof? I have 2 dead valleys w/ a 7/12 medium pitch and was told by one contractor it's better to go with a asphalt rolling roof inside the 2 valleys, and the other contractor stated go with the ice and water shield it last much longer. I live in Texas.

Ice and water shield does get placed on a 30 year old roof. The roof needs to be stripped and the ice and water placed on the bare wood decking.

Got a picture?
Anything applyed over the shingles as your suggesting is just not going to work.

Dead valleys need to be a solid membrane covering the flat areas and extending approx 24" up the steep slope. Then the shingles on the steep slope come back down to approx 6" above the transition. Anything less is asking for trouble. (These numbers can vary some but not much)

Ice/water shield is NOT a roof. It is merely an underlayment! Be wary of any contractor that suggests something like this.

What is a "Dead Valley" I have been in the commercial roofing business for many many years, and I have never heard this term. Gusset, yes, but never dead valley. And ONB is absolutely correct. Ice Dams Flashing is simply an improved underlayment which is used to enhance resistance to ice damming. It is not a substitute for a waterproof, low slope membrane. As usual, many steep roofers are using it wrong, and they will pay for their ignorance out their or their clients wallets.

Dead Valley - A "dead valley" is where the downhill edge of a roof section joins the downhill edge of an opposing roof section so that the valley created is virtually flat. Water flowing down those two sections will end up at the bottom of this valley and have to flow sideways to exit the valley. Typically the bottom of a dead valley is covered with custom soldered sheet metal, or a hot tar system.
