Closed Valley layover

I'm doing a layover (2nd layer) and am approaching the valley. It's a closed valley type. From what I've read on a reroof you are to use roll roofing placed in the valley before laying the shingles. Do I still need to do that for a layover? Can someone "talk" me through a valley install please. I have reroofed before but never had to do a valley before. I'm using 3 tab asphalt shingles with a 4/12 pitch in Oklahoma
