Ceder Shake Shingles/ wind blows snow in
I have a garage about 10 years old, I am ready to insulate the rafters and finish the inside. I have seen where rain has come in and snow has blown in some times. I am worried about mold and rot after I finish. Should I hang plastic over the insulation? How do I control future damage.

Get rid of the shakes and keep the moisture from coming in.
Once you close up that space, it is going to be exponentially more likely to mold, mildew, and rot because it does not have an are to dry to any longer. Putting plastic up will only exacerbate the issue.
