Best flashing for elec. pole?

What should I do with the existing pitch pan flashing when I tear-off and re-shingle my roof? Should I leave it be, and maybe add some more pitch to the pan? It's not leaking now but it looks like it is only a matter of time before it starts!

What a mess, not sure how someone though that was a good ideas.

Your going to have to find a split boot, I've never seen one at Lowes or HD> May have to order one on line or look up roofing supplys in your local yellow pages.
Something like this.

That whole metal riser needs to go.

Thanks for the reply! That's exactly what I was thinking would be best, but wasn't sure if it would be appropriate for a shingle roof. I guess I should use screws to fasten this retrofit boot on top of the shingles, with, say, neoprene flashing cement as "caulk"?

Nope, the shingles all lay on top of the flanges, except at the botton where the flange is sat on top of the shingles.
Just sticking it to the roof is a sure way to have water run under the flange once the tar drys out.

Poking around that same site I found a "roof jack" retrofit collar. It's more expensive, but looks like it might work better with shingles:

Am I overthinking this?

That would work fine.
Use some cheap metal snips to cut out around the hole.
