That is actually a trick question.

Asbestos manufacturing began to be limited in the early 70's and 2 agencies, NIOSH and the EPA have slight differences in regulatory approval of different products.

For all intents and purposes, figure "around" 1975 for roofing shingles, but the regulations do not apply to imported materials into the US from other countries.
