Tub grouted not caulked

Tub has grout between tub and tiles and in corners where tiles meet. There id no silicone caulk. Should I fix this or let be? Can I silicone caulk right over the grout or does the grout need to be removed first? I'm a DIY newbie.

Remove it or it's going to crack and leak, I'd use an ossilating saw with a diamond blade.
A cheap grout saw will also work. Lowes and HD will have them in the flooring tool area.
