what is the proper method of installing floor tile over gypcrete with in-floor (water/tubing) heat

If it's level--modified thinset is the usual product---

Self leveling compound might be needed before setting if the gypcrete is not flat.

Gypcrete & all gypsum substrate are a poor base for tile. You should research what Maxxon has to say about tiling over it. You'll find there are special notes on the thin set mortars for use over gypsum.

One good way is to install Ditra over the warming wires or hydronic tubes and then your tiles. This deals with Ditra and gypsum. http://www.schluter.com/5352.aspx
