Tile an entryway


I just had an entry way tiled.There is a gap between the bullnose and the doors leaving a 1" gap of concete showing between the bullnose and the door. My tile guy responded:It is done this way to accomodate snow and ice buildup on the stoop in winter, you always leave approx 1/2 to an inch from bullnose to inside of door. This is not only acceptable but customary......Is he just trying to get out of redoing the work or is this really true

He used bullnose in the doorway I think for smoothness?
