Default tile adhesive

Can you use adhesive glue to tile on painted concrete block? If not what's the best way to get raid of the paint on the blocks so I can use mortor? Thank you

Better to use thinset anyway. But if not in a wet area the adhesive will work. If the paint is intact (not flaking or cracking) then you do not need to remove it. Use a pressure washer to remove any loose paint and prep the surface.
