Leveling around Toilet Flange with Grout or Thinset?

Just layed floor tile with mortar. I was wondering about the Toilet flange I'm replacing.

I had previously already raised it up because it was 3 inches below with some cement. The area around the sewer pipe is still about a 1/4 inch beneath the tile.

This makes the toilet flange over the sewer hole a little unlevel.

Could I use GROUT (or THINSET) to level the tile floor up the extra little space to before putting in the new Toilet Flange?

Side questions:
which is more porous grout or thinset?
which is stronger and more structural?
if they are too porous for under the toilet would it make sense to put a sealer over it? I have redgard or I could just paint silicone caulk over it?
