Exterior Tile

I have tile on my front porch which has been damaged over the years. The bullnose of the top step is the real problem. We paid a professional to re-do the tiles and didn't realise that he had tiled over some of the existing tiles and not even repared any of the damage behind before throughing on the new tiles. This has now caused the new tiles to all pop off and crack. I have since removed these tiles and now I have had the corner of some of the concrete pull away too. The existing tiles are more then an inch thick so I understand why the previous tiler didn't remove them but is that what has caused my problem now. The old tiles are still holding on very strong. We took a sledge hammer to a couple and we still couldn't get them off. It looks like whatever he put the tiles on with over the existing tiles just turned to sand. Does this mean that water was getting in or did he just use the wrong stuff? I don't know what to do. Any help would be appreciated. Can I tile over the old exterior tiles. I am in Southern, Ontario, Canada so freezing is a problem. Should I do anything to them if I do tile over? If I can't tile over them how do I get them off? I can't seem to even crack them. Again any help or advice would be appreciated.

It sounds like he didn't take the glaze finish off the existing tile therefore the thinset won't adhere and will make the tile pop off.

What are the tiles on now?
