Can you fix it, yes you can!

I am definately no expert but I have just started doing what you are wanting to do.

I have disgusting blue and white glazed ceramic tiles which are chipped everywhere and so I was advised to take to the floor with a grinder and grind over the tp of the tiles to rough it up a bit. I have then painted an Ultra Primer over the top which was blue in colour and gave it a real gritty feel, helps the glue grab onto it and seal better. For the actual tile glue you need a specific glue for tile over tile so just ask at your local tiling warehouse.

Goodluck, I have now just finished grouting and having problems getting the haze off my tiles from the grout.
