9" Tiles and Black Adhesive


A friend of mine is having new carpet installed. Most of the sub-floor is fine except an area which has some broken 9" tiles (some are ok) but there is black adhesive showing through as well. Is there a safe way to remove this herself? She heard from some one to spray water first. I thought it would be safer to soak the area first, not just a mist of water.What are the other steps she needs to take? There is a good chance that area has asbestos, correct? I have heard several times of situations where asbestos was suspected, but when it was inspected, everything was clear. So are there signs that ensure one way or the other that asbestos is present? Thanks for your help guys...
