To vapor barrier or not to vapor barrier


My bathroom ceiling has bats of "Balsam Wool" insulation that says "sealed against moisture" on them. Should I install a vapor barrier over this before putting up the drywall? The space above is the attic.

Probably should have started this thread elswhere since it isn't really a bathroom specific question. Anyway, in case it isn't clear, the reason I ask this is it's my understanding that some facing on insulation bats can count as a vapor barrier and I've heard that it's bad to have two layers of vapor barrier as it can trap moisture.
