help with backsplash

i am redoing my backsplash, i removed my old stuff and it was like a plastic laminate and i used a heater gun and it only too off the plastic stuff and now i have the paper that was under it on the wall still and i got about 75% of it off but i was wondering if i could just start tiling on top of it or if i should pull all of the paper off. and if i do whats the eaiest way to remove the rest??
