Gap between prefab showerpan and bottom row of the tiles

Do you need to seal the gap between shower pan and bottom row of the tiles on 3 side or leave it open? There seems to be two schools of thought - do not seal to allow water sipping thru tile/grout to escape; seal with caulk or silicon. I recently cleaned up the gap (which had few streches without any seal material) and filled it with caulking. After a few days, I am seeing a couple of areas where caulking is getting washed off likely from the water escaping. Any advice on what to do next?

There shoul be weep holes in the caulking so water that gets behind there can "escape" back into the pan / drain.

Thanks for the tip. How many weeping holes do I need to make on each side?
