bathtub on cement floor

We recently pruchased a used jacuzzi tub. I bought new plumbing for the drain and overflow. I am installing this in our basement but I am a little confused. I have a 4" pipe sticking out of the floor about 3" or so. Inside this pipe is the 1 1/2" drain. With the drain on the tub being flat to the floor right now, how do I do this? Do I need to cut the cement away or can I elevate the tub with a platform?

If it is the standard type tub, you need a P trap at the drain, and it usually is below the tub level. So you either need to dig a hole for the trap, or raise the tub.

You need to cut the cement and dig out enough to reduce the pipe to 2" and get a trap in there that will accept the waste and overflow from your tub. You can use a drum trap to save a little space. Properly placed the drum trap could allow access via a smaller opening. You do not want to use a standard P-trap. The trap needs to be the type that is glued in place. You do not need a leak under the cement.
