Bathroom fan mooing

We live in a high wind area. When it is windy the bathroom fan starts to sound like it is mooing. Would you have any ideas on what is happening and how to fix it?

Bathroom fan mooing

It sounds like the damper is opening and resonating with the wind. Sort of like a saxophone. Tape the outside damper closed for a while and see if the mooing stops. If it does, you might try replacing the damper with another type.
