wye distance from stack

Good day. We are re-roughing in a basement bathroom and heard from an Ontario,Canada plumber that the first wye has to be a specific, minimum distance (1.5 meters or 60 inches), from the stack. Could any of you plumbing experts verify this for me. The house is in Richmond Hill, Ontario. The problem is we have already re-framed a lot of the basement walls during this basement reno and if the above case is correct, we have to move some of our walls so we can dig up more floor to allow for the connection to the main sewer line in the basement floor. Thanks kindly and if you help me with this I will surely keep you busy with more questions! Thanks in advance.
Jim

Here's a diagram that helps explain what I am asking here...
I need to know the legal distance from the main stack elbow (under the basement floor) to the first wye (which will accept toilet waste.
Thanks kindly.
Jim

Here that would be a illegal horizontal wet vent for the toilet. Here you would need a 4x2 wye before the toilet rolled up 45 degrees then run the 2" vent horizontal to the nearest wall. Once in the wall you go verticle then you run the vent up untill you are above the highest fixture on that stack and tie it back in to the stack or run the 2" vent through the roof if easier.

It will work your way though if not getting inspection!

That's a new one for me Jim, Call your inspector and ask him for a code interpretation.
