Will rebuilding a vintage facuet make it low flow now?

We have a few vintage faucets we want to keep and I wanted to rebuild them. I was wondering if I rebuild them will they now be low flow faucets? I don't know what makes a faucet low flow but I wasn't sure if the new parts are all regulated to low flow. What does make a faucet low flow vs. a 70s faucet.

Usually the aerator has plastic inserts that restrict the flow.

I wouldn't worry about low flow anyway. There is still PLENTY of water.
