Why important for toilet tank water level to be certain distance below overflow tube?


Why is it important for toilet tank water level to be a certain distance (1" maybe) below top of overflow tube?

I remember now that there was also a certain adjustment of the fill valve (top of it maybe) that was spec'd in the instructions.

If the level is too low then you will not have a complete flush . If its too high there is a chance the water level over time can creep up over the top of the overflow tube . The mark on the fill valve CL should be at least 1" above the top of the overflow tube .
