Default Whole house water filter location

I want to install a whole house water filter. It's a concrete slab house. Would it be O.K. if I tap the line before the water heater? Would it only filter the hot water?

If you tap only the cold water supply to the water heater, then only the hot water will be filtered.
Tap the main line, and that will filter all. You might want to isolate any exterior spigot lines, if possible.
