whirlpool tub leaks onto bathroom floor

The tub is an oval shape, spa-type with the drain mid-way of the long length. (see below) There is a wood frame covered by ceramic tile that the tub sits in, it appears there are some 2X4 and plywood supports underneath it as it sits on the subfloor. Our MBR is above the garage like a bonus room would be, so the tub is above the garage which is completely finished with drywall. I've ruled out it being an issue of water height. With my wife in the tub- jets on or off, with the waterline just below the overflow, the water doesn't appear. If I am in it with the waterline at the same height (less actual water), the water appears on the tile floor of the bathroom but is not leaking into the ceiling below- or doesn't appear to be- there is no wetness or water stains on the garage ceiling.
