WHES40 Water Softener Water Meter

The water softener has been working perfectly for about 3 years, now all of a sudden I have hard water. The water meter does not register water flow when a faucet is opened, so I'm assuming that the softener does not regen because it thinks there is no water usage. So my question is, what would cause the water meter not to register water usage? Any input would be appreciated. Thanks!
