When installing new tub drain is it supposed to be flush with the floor?

I hate tube resets, back in 79 i had to remove and reset 125 tubs in a buiding that went from rentals to condos, all cast iron tubs Kohlers, brass drains new traps cast iron leaded in. Today i wont touch a tub for under a grand. and that's for a simple set, good luck poster just make sure you check and double check for leaks open and closed drain tests.

I think I should have used one of these, I might try one for my next bath.
