What do we have here?

I have thses two water lines. The one on the left has water all the time till i close the ball valve then it has no water pressure at all.

Why does it go back into the floor?

The pipe next to it is the water supply line to the house.

I have no idea what it is or where it goes.

Just a shot in the dark, but is there another building on your property with running water? (Garage, shed, guest house, etc.).

Our lot is 40' by 140'. The detached garage to my knowledge had no water supply to it. It dosnt seem to be hurting anything, but it is annoying the cr out of me not knowing what it is.

Not sure you care this much but my plumber told me one time that there is a system that allows you to feed a transmitter on the end of a wire into a pipe and then a receiver that you can use to trace the pipe. Sort of like putting a tone on an underground wire. If you care I'll find out what the system is.

I would have guessed redundant supply line. Hard to tell water direction from pic. The round handle valve could have failed (in closed position) and if it were only supply, a problem. New line brought in with 2 newer globe valves, to bypass old line. Long run of straight pipe would then look newer than pipe going to ground because a 'tee' fitting is shown, not a coupling. Still can't figure how supply from a pressure feed was connected unless you have a well and water pump was shut off to make the bypass. (But then the original round valve could have been repaired/replaced.) A mystery indeed Watson.

Ill see if i can get a better picture. If i close the ball valve and open the spigot I get NO water out of it. If the Ball valve is open I get lots of water. I believe the other valve is the main water shut off.

Drain standpipe, a pipe installed near a washing machine to drain graywater.

Here are two close up pictures.

The first is a closer picture of the pipes. The second one is a close up of the valves. Both valves work. The ball valve only shuts water off to the spigot. The gate valve shuts water off to the house.

There is also no stand pipe, or drain in the basement. Our washer is on the second floor with its own problems.......

From your new pics and descriptions, it is an added/tapped water line going into the concrete ground. It must go somewhere, even to another part of the house where old embedded piping may have failed or to a new added bathroom, addition to house, laundry room, pool. Could be outdoors or exposed to cold and may need to be shut off in cold weather.

Do you have hot water heat? Perhaps make up water to a boiler somewhere in the basement?

Maybe someone thought the spigot needed extra support and it just ends in the floor with a cap.
