what can the problem be with my shower knob?

I have a MOEN shower that has a single control knob. I recently got a new cartridge through MOEN and was in the process of removing the old. the inner cartridge came out but it left the outside collar still inside. How do I remove the plastic collar that is still inside? see pictures below.

also, If you look at the photo, on the right and left side of the center, there are the two screws that are for controlling the water flow. Kinda like a shut off valve for doing maintenance rather than having to turn off the main. ANYWAYS, the screw on the left is very tight to turn and no matter how much i turn that screw, it barely moves. What is causing this? The screw on the right, turns freely and when turn a quarter turn, the cold water flows. What do i do about the left screw? what is going on?
