well pump spins at top...breaker caught fire when I turned it on

We had our well pump worked on 11 days ago...the man unclogged the foot and replaced wires...now pump wont work...you can turn the top of the pump a little....I wanted to hear what it was doing so i could explain it when i call the pump man,so i turned on the breaker and flames started coming out at the breaker in breaker box..I turned it right back off....then went to look at the pump....where he spliced to put attatch new wires there is about 2 in of wire that isn't in the little plastic thingy that covers the wire nuts....the ground wire isn't covered at all in that 2 in space and the 2 110's only look like they have a thin piece of burnt saran wrap (that thin)could this cause a problem?

zounds like you have a dead short in the motor wiring that needs to be spliced properly.

Breaker was bad or had bad connections. It's bad now, fer' sure. You may want to get a breaker with a trip curve that matches what is recommended for your pump.

I think you need an electrician. Not a plumber.
