water valves wont turn

Hello, im new here, my question is I want to shut off the water to my kitchen sink to change the fuacet. The sink plumbing has football-shaped shut-off valves for the hot and cold water. The problem is that these valves will not turn and seem to be frozen. what do i have to do to get them to turn so i can turn the water off?

They are done----either install new shut offs (use 1/.4 turn ball valves) or simply shut off the water to the house instead of messing with the bad valves--

Sometimes a drop of oil/PBblaster/wd40 will loosen things up. But often the seal around the valvle stem is damaged and will leak constantly. As suggested, might be time for new ones.

Most valves made in the last 20 yrs are cheapy types and can't be rebuilt. Generally it is not worth the effort, anyhow.
