water stops for 20-30s sometimes

On the 3rd floor of the building, the water sometimes stops totally for 20-30s, and then comes back to normal. What may cause this?

The water supply system was redone in around 4-7 years ago and using pex flexible piping.

Improper sizing..

Turn on a faucet on the top floor and then go to the main floor and start turning on faucets or the washer or the dish washer and see if the flow drops out.
