Brand?
City or Well water?
Do you have a manual for the system?
That should get things going, but there are a number or reasons but more information is needed.

Sounds like a well setup if the water is foamy. Fill up a glass with water and if the foam/bubbles go away in less than a few minutes then its just air in the water, if it doesnt you got a problem.
