water problem

Trace out the piping in the basement. Is there a new water heater or fresh section of pipe down there? Obviously the piping has been crossed. Identify the cold water main, then start tracing piping to the water heater, sinks etc... Then follow the hot water the same way. If you find the hot and cold connected to each other, theres your problem.

You can do this yourself. How are you at sweating pipe?

water problem

if it is effecting the whole house as it sound then your problem is before the water heater and where the main line comes in.Just like 8 Ball said the lines are crossed at some point.I would look for some new pipe somewhere from the main line and the water heater.Even if your not good at sweating pipe you can still fix this yourself, their are alot of products out now that don't require anything but cutting the pipe and installing the part or patch if you will ( shark bite)
