Water pipes making noise when shutting off

Whenever I shut off my water at my sinks or showers, it makes a whining noise until the water is completely shut off. How can I fix this?

A few things to check are the water pressure, it should not be any higher then 60 PSI, and if it's old style single hand faucets it can be a loose or worn washer.
