Water Meter Washer - fiber vs rubber!

I was recently told that all new domestic water meters require a rubber washer at pipe coupling instead of a fiber washer. Is this correct? What was wrong with fiber washer - any regulations against using them?

Occasionally when I call the water company to turn off the service I ask for extra gaskets. They always give me rubber.

Why not just use the rubber washer and be done with it?

Somehow I never understood how fiber washers could last a long time. Fiber does not have much compressibility to conform to the pipe joint and achieve a good seal. It appears to me that fiber washers work in the first place by becoming soaked with water and swelling as a result. But then the water soaked fiber starts to rot.

Meanwhile rubber has much compressibility and is also nonporous.
The good conscientious technician or serviceperson will carry extra oils and lubricants in case the new pump did not come with oil or the oil was accidentally spilled, so the service call can be completed without an extra visit.
