Water Meter and Irrigation Control

The other day, my neighbor suggested that I keep an eye on my water meter each month to ensure that I'm not being overbilled. Well, I went looking all over my front yard for my meter, looking for the same iron cover lableled "water meter" that virtually every house in my neighborhood seems to have in their front yards. Well, on a hunch, I popped open a big green plastic cover labeled "Irrigation Control" and to my suprise found the water meter inside that box about 8 inches below the ground. While I do have an inground sprinkler system, the water meter is all that appears in that box. It's like a box inside a box. There are rocks surrounding the meter box and absolutely nothing else in there. I wonder if the meter ended up too low below grade and they had to come up with a simple solution. Any ideas???? Thanks in advance.

Probably.

Or maybe the previous homeowner regraded the land around the meter box and installed the "irrigation control" cover to match the new ground level.
