I would like to convert a duplex from one water meter to two what will the cost be

To convert to two water meters, you will need to seperate the supply lines totally, you might also be required to seperate the drain/waste/vent lines, but that depends where you live.

The short answer is: too much for it to be worth it, unless it's part of a major reno.
Note: I own two duplexes.
It really depends on how much plumbing there is in your place.

Another way to phrase the question is how much would it cost to rip out every piece of plumbing in the whole house and replace. A lot will depend on the quality/cost of labor.
I doubt you could get it done for under 5-10K.
