Sorry but gotta ask. Did you remember to turn the circuit breaker to the heater back on? When you say element (singular), did you replace the lower or upper element?
If the upper element is bad, water will not be heated even if the lower element is good. Aside from a wiring error, the upper thermostat contact that applies power to the upper element could not be making good contact.
