water heater noise

my 2 yr old GE gas water heater makes a "whirring" sound when it's heating water. is this normal? some sort of recirculation maybe? is this a dumb question? nobody at Home Depot said anything about noise. my previous water heater was silent.

water heater noise

The burner itself will make some noise, but you shouldn't be able to hear it through floors or walls or anything like that. The average water heater doesn't have moving parts, so you're limited to it either being the burner/combustion or the vent.
