Water Heater Leaking at top pipes
 
What is the build up (usually blue, white or rust-colored) that is on the pipes (nipples) at the top of the tank, and does it 100% of the time indicate a leak at that pipe?

It's from the different metals reacting with one another, or from flux left on the pipe. Clean it off with a wire brush or sand cloth so you can tell whether or not it's leaking.
