Question

water heater installation


is a water heater supposed to be placed on an elevated platform relative to the floor considering that i'm supposed to put it in a drain pan? the drain pan wouldn't make sense if the heater is on the floor level.

The drain pan and its drain are to protect your house.

You are right---water sitting in the pan will get your burner wet---never raised a heater inside a pan---but you could do that I suppose.
