water heater collection pan filled with water. leak?

The water heater sits on a collection pan. The pan has a drainage hole, and the pan has collected some water.
I have never noticed water in the pan.

Anyone have any idea what/how I should diagnose?

Try looking at the pressure relief valve, see if its leaking. Can you post a pic? Thanks.

How old is the tank? Gas or elect.?
Check the nipple connections first
If electric, turn the heater off at the panel and remove the element covers to look for water leaks around them.
Those are the obvious places to look. If the tank is pretty old the inner vessel itself maybe shot and time for a new heater.

If the T and P is blowing off I would suggest you remove the source of heat or electric first then trouble shoot. A T&P leak could be the T&P doing its job... That is preventing a launch through the roof of your house. Or it could just be a bad t&P but better to be safe then sorry.
