Water flows through spout no matter what


I can now confirm that the above is true.

For reasons I cannot explain (not only because I'm not a plumber) the faucet allowed water to flow to the spout when only cold water was supplied, no matter what the position of the handle.

I got my hot water to it now and it is fine. If I shut off the hot water again, it leaks!
