Washer retainer won't tighten

I removed my Price Pfister valve stem assembly to replace it due to leaking. When I started the re-build, the washer retainer screwed in , but would not tighten. It just kept turning. I tried to remove it to see what the problem could be and again it just turned. I can't remove it nor tighten it. I did try to leave it and continue to reinstall the faucet, but now it has a slow drip. Is there a way to get the washer retainer out and repair the problem without taking out the tile and making this a bigger project then I started with?

A picture will help.
Shower, kitchen sink, vanity faucet?

Sorry, it's in the shower and it's put back together at this point so picture won't help. I can take it apart and get pictures if that helps. I did this late last night, today's a new day

I think the threads on the stem are worn out.Try disassembling again. When you try to remove the stem pull on it while turning to see if the threads will catch.

It's actually not part of the stem assembly. It's the faucet valve seat that is spinning freely. . I am using a seat removing tool to to try and remove it. Can't get a grip on it with this to pull back
