Very low pressure on bathtub faucet/ showerhead

Please help. The bathroom was remodeled but never used. Now that finaly we want to use it when I open the bathtub faucet the water pressureis very low. Not even enough water to make the showerhead work! If I open the sink faucet and leave it on while I have the bathtub faucet running then the water pressure increases and I can actually make the showerhead work just by pulling the little lever. I have checked for devris in the showerhead and bathtub faucet, but it does not seem to make a difference.
I like trying to fix things by myself, but I have not had any luck with this. Any suggestions anyone?
Thank you.
Isabel

Make sure you don't have a shutoff valve partly closed someplace also remove the shower head and see if you get pressure to it while it is off. Maybe the shower valve has integral stops.

So when you open the sink valve and the bathtub valve....the water increases? Do you have a boiler with a multi speed circulating pump? It doesn't make sense opening up a sink valve to increase flow through the tub.

How is the bath tub plumbed? is it attached to the sink plumbing?

is the plumbing new as well? it could just be air in the lines...does it still do it? is the water sputtering out, like there is air in the line?

I do not know much about the water heater except I foud out yesterday that it does not work and it needs to be replaced. Do you think that has something to do with it? About the plumbing I do not know much either just that it was replaced when I bought the place. (lAbout 6 months ago) The guy who installed it just told me that the plumbing was installed just like the original plumbing. The only difference is that he used copper pipes instead of the galvanized pipes and according to him it was working properly when he installed it. This placed had been vacant since it was fixed.

Thank you for your help!

I could see that if the hot water heater was clogged...and you had the hot water valve or mixing valve all the way on, and there was no pressure, then something is wrong with the heater.

Unsure how the counter sink has any affect.

Thank you all for all your help. Problem solved!!
Plumber Jim you were right!! The water heater valve was partially closed. The water pressure is back to normal. Now, I just have to replace the water heater.
