Vent At Toilet Closet flange?

Does the toilet waste pipe need a vent, at the toilet closet flange location? Or is the 3" main waste pipe (that is through the roof) ok for the vent ?

There are different ways to vent a toilet. One of the most common is a vertical waste stack that has a san. tee just below the floor.
A toilet flange and closet bend are connected to the branch of the tee and the top outlet of the tee becomes the vent- it continues up through the roof. Lengths of the closet arm varies.
Is this like your set up? Your description is a little- nondescript

Vent At Toilet Closet flange?

The setup before was just a closet flange, with an 45 degree elbow from closet to a tee in the waste pipe. The toilet was approx. 3' from the 3" waste pipe that goes straight through house that vents out the roof and exits to city service. No sanitary tee under the toilet for waste or vent, just a 45 for waste.

All that has been removed and capped for the time being, other renovations sistering joints and 3/4 plywood. I want to set it up properly, i have had look around at other setups and i have seen both.

Is there there supposed to be a san. tee under the toilet that provides an exit for waste with a vent behind it? or is an elbow to the sanitary tee is ok?

sorry about the lack of info, hope this clears things up

thanks for your help
