vent sizing

I was told that it is best to increase the vent size when it enters the attic and goes out through the roof. It is supposed to stop vent clogging when temps are cold?

All horizontal vents in an unheated attic space need to be insulated?

Which way does a horizontal vent need to slope? Towards the main stack or back towards the drain it is venting? Why would it matter?
